In 2006, Mr. Binns founded the Motorcycle Replacement program for the Philadelphia Police Highway Patrol and Traffic Division. Through this program, the citizens of Philadelphia contribute Harley Davidson motorcycles to the Philadelphia Police force. Mr. Binns, as President of Cop Wheels, Inc., has purchased 39 Harley Davidson Road King motorcycles for presentation to the Philadelphia Police Highway Patrol and Traffic Division. Deposits have been received for 25 additional motorcycles, with commitments for another 25, for a total of 89.
