Mr. Binns founded the Hero Firefighter Plaque Program in 2006. As of today, 65 Hero Plaques have been dedicated. A total of 285 plaques will be dedicated in memory of heroic firefighters. Mr. Binns was recognized by Local 22 of the International FireFighters union, and was appointed an honorary Fire Chief by the union. James Binns was appointed Philadelphia Fire Commissioner (Honorary) on March 7th, 2008.
